make dist-all fails on trunk

Hi Amos,

On a machine where squid_kerb_auth cannot be compiled, 'make dist-all' fails:

`/home/serassio/nt-3.HEAD/helpers/negotiate_auth/mswin_sspi'
make[3]: Entering directory

make[3]: *** No rule to make target `distdir'. Stop.
make[3]: Leaving directory
`/home/serassio/nt-3.HEAD/helpers/negotiate_auth/squid_kerb_auth'
make[2]: *** [distdir] Error 1
make[2]: Leaving directory `/home/serassio/nt-3.HEAD/helpers/negotiate_auth'
make[1]: *** [distdir] Error 1
make[1]: Leaving directory `/home/serassio/nt-3.HEAD/helpers'
make: *** [distdir] Error 1

This is not correct, and it doesn't happens on Squid 2.
