The CARP change from optional enabled to always-in has caught 3.0s8
testing cold on at least one non-carp user now. It is tested on
defaults+extras, not minimals THAT ability only made it to 3.1 so far.

I may have to roll stable 9. But, before I do, can we have opinions
for/against back porting the status change for CARP?
