Squid-2.7 release notes updated

I've updated the Squid-2.7 release notes. I'd like to release Squid-2.7.STABLE1
this weekend. Its possible my Bugzilla searches haven't turned up all of the
relevant bugs to put in the release notes.

Let me know if you have any objections.
