Get your latest working copy and name this comm_select_win32.c, include
this in the build instead of comm_select.c. See configure.in and
src/Makefile.am if using autoconf for how to select which comm loop to
use.

Then clean up comm_select_win32.c to only be the win32 implementation
(plus eventual shared code).
