The culpit is the wccp2_outgoing_address. If you set
wccp2_incoming_address instead it should not crash.

Not sure it makes sense to have both directives as from what I remember
the router will return packets to the same address and if they are
different we won't listen.. probably should be reduced to just
wccp2_port with optional address
