There is two indications needed:

a) Retreival is completed.

b) A given range set can be satisfied.

Then I would suggest disable caching of ranges, and don't do any range
processing on cache misses. Caching of ranges is not a feature goal of
Squid-3.0, only preparation to later be able to do so.
