Squid-3.0 release planning

Hi Robert,

apologies for the slow response.

You complained earlier that we are going around in cicles. This may be
true. The reason to this is probably because we do not have anyone who
takes responsibility for a release, and we always end up having lots of
discussions on when/why/if to make a release until one of the core
members just gets tired and makes a release.

To avoid this for the Squid-3.0 release I hereby vote that Robert has
full powers on deciding on the shape and date for the Squid-3.0 release.
He can ask for opinions from others if needed.

I know it sometimes may seem I have very strong opinions, but these
should be viewed as advice, not rules.
