always_direct , never_direct option

Hello squid dev
i am using squid 2.5 stable1
i have one question regarding always_direct and never_direct tag

[i had read .conf.default but still i am not clear]
what
acl client1 src 192.9.203.54
always_direct deny cleint1 do

does it same to
never_direct allow client1

and simmillarly
always_dierct allow client1 is same as never_direct deny client1
