Squid on MinGW

Hi,

With the latest changes, both the nt and nt-2_5 Squid branches can be build
using MSYS + MinGW only, Cygwin is need only for bootstrap.

Some needed minimal additions to MinGW was already commited in the main
MinGW CVS branch, so they will be available in the next release.

Now I'm adding on SquidNT Web site the MinGW build detailed instructions.

So, now I like to restart in the process of merging nt branch in HEAD.
