Done. Features include:

make check command to check codebase (only checks refcount today).
Recount header for use by user classes.

So, if anyone has any confusion on the refcount use let me know. I need
to update the programmers guide (just remember whilst writing
this...doh).

If you need a refcount object that can also be cbdata accessed, again,
let me know and I'll work with you on the first one.
