You can work simply using CVS, take a look at:
http://devel.squid-cache.org/CVS.html
http://devel.squid-cache.org/rules.html
With a cvs diff -up command You have directly the needed patch, and if You 
don't plan to commit changes, You don't need a Sourceforge account.
