commloops and chunked mempools

hi all,

as threatened, I've committed my commloops code to squid-HEAD.
As usual, I've laid a tag before and after - PRE|POST_COMMLOOPS_20020226.
Feel free to verify that I didn't screw up .. I'm going to bed.

Andre: this is your heads up.. your chunked mempools work is next.
I'd appreciate it if you tested out -HEAD, updated your work to work
with -HEAD and then email me so I can schedule a time to commit
the work. :-)
