commloops commit intent

Hi guys,

I'm planning on committing the commloops code, with converted
netdb and cache digest code, to squid-HEAD next week.

I've been running it sucessfully for the last two weeks here,
and I'm going to be testing it with a production load from this
evening onwards.

If anyone has any objections, now would be the time to voice them. :)
